At the request of the Estonian Tax and Customs Board, we would like to remind and clarify information about importing cash banknotes of EU currencies (euros, zloty, kroons, forints, levs, etc.) into Russia.
The import of EU cash banknotes is prohibited from 19.09.2022, except for personal use by individuals. The Tax and Customs Board explains that the amount necessary to cover the needs of the passenger and the family member travelling with him/her during the trip (overnight accommodation, meals, transport to the destination) is allowed for personal use. However, there is no official threshold for the amount for personal use, it depends on the specifics of each individual case and the final decision on the amount allowed is left to the customs officers, based on the explanation of the purpose of using the cash notes.
Taking banknotes to other recipients, such as relatives or friends, is not considered personal use. The export of unused euros that you have previously imported from Russia is also not considered personal use.
Import of other currencies (US dollars, Swiss francs, pounds sterling, Norwegian kroner, etc.) into Russia is not prohibited. If the amount of imported currency exceeds the equivalent of 10000 euros in cash, a cash declaration must be submitted. Bank accounts and bank cards do not need to be declared, the amount of money on them is not checked.
We recommend exchanging EU currencies for Russian rubles or US dollars at the most favorable rate at exchange offices near the border checkpoint in Narva. You can exchange currency in Tallinn near the bus station at Tavid exchange office located in Sikupilli shopping centre (Tartu mnt 87), opening hours Mon-Sat 09:00-21:00, Sun 10:00-19:00.
